Just finished this new roof in Stockton, Ca.  
To start we remove the old roofing shingles & take them to a local recycling facility. Then the sheathing is checked for rotted wood or defects that would affect the integrity of the new roof.
Once the wood surface is good to go, we install new lifetime composition shingles. With the latest advances in roofing material manufacturing, and more stringent environmental regulations it makes sense to use cool roof shingles, which we try to use on every new roofing job.

On every new roof we include all new roof flashing with a new roof and if the homeowner has elected to replace the rain gutters, we install steel rain gutters with all down spouts & gutter drains soldered rather than caulked.

Certified Roof requires a 10% deposit before he begins work. Once they receive the deposit, they call to set up an appointment. I called before they did because an impending storm was coming. I spoke to Ron at Certified Roof about my concern and he told me he would be out as soon as the rain subsided. He repaired the missing shingles the next day when the rain had stopped for a few hours. Ron was professional and courteous every step of the way. I would definitely use his services again.

Unfortunately for homeowners, there are no regulated guidelines under which roof certifications are issued, so for now the decisions are made solely upon the roof inspectors opinions of whether or not the roof can be made leak free for the term of the roof certification. In-particular, roof certifications that are based on  "subjective" roof inspections can be misleading because usually the home buyer or owner is under the impression that the roof is good to go if they get a 2 year roof certification, when in reality, with a "subjective" inspection on a 2 year roof certification there will likely be problems in two years or less, otherwise the opinions would not need to be subjective.

*A roof certification should only have a one time up front fee, with no service fees of any kind.

3. Is it a subjective roof inspection?
*If so, by definition so far as a roof inspection the information in the roof report is only of value to the contractor and carries no value as a roof inspection to the hiring party. A real roof inspection should not be subjective of any particular party, rather based on building codes, roofing industry standards and manufacturers specifications.
These are the organizations that actually develop the standards by which your roof should be assessed, anything else is just some guys opinion (or "subjective") and that is a good reason to have a licensed roof inspector who is aware of these standards perform the roof inspection.
